• Elliot has 27 years of experience in the maritime industry, 22 of which as a Marine Surveyor and Consultant. He has seagoing experience in both deck and engine departments, having sailed on tankers, dry cargo, research, tugs and supply vessels.

    Elliott is the Founder and Principal Marine Surveyor at Tulloch Marine LLC.

    Currently as a Project Manager on behalf of Shipowners, Elliott is responsible for the design, contracting and construction of a zero-emission container carrier, with primary wind propulsion and auxiliary hydrogen fuel cell power generation.

    Project Manager on behalf of Shipowners, a five-year, $165 million dollar shipbuilding project, responsible for the design, contracting, construction, supervision and site management of ten inspectors during construction of a 200 passenger ice-classed Polar expedition vessel with aviation and small boat facilities. Vessel was successfully delivered to owners in April 2021, on time and on budget.

    As a Marine Surveyor, he has carried out surveys & investigations of collisions, groundings, sinking, pollution, personal injuries, fatalities, engineering casualties, steel, grain, petroleum, cotton, pharmaceutical & chemical cargoes, condition & valuation surveys, on/off hire surveys, and safety and condition surveys of Polar passenger vessels.

    As General Manager of 3D Marine Belize, Ltd., he operated a fleet of workboats and tugs engaged in line handling services to the multi-buoy tanker mooring, towage of tank barges to the outer islands, hydrographic surveys, the design, installation, construction and repair of aids to navigation, dredging, and salvage. As a Marine Surveyor and Consultant, he has advised government and industry on ship design and shipbuilding, port operations, dredging projects, design and construction of aids to navigation, maritime training and education, and implementation of international codes such as Polar Code, ISM, ISPS and STCW. He has written, developed and taught courses compliant with STCW and USCG standards, such as Officer in Charge of Navigation Watch as per IMO Model Course 7.03, Lifeboatman, Oil Spill Control, Bridge Resource Management, and Fast Rescue Craft.

    Elliott has carried out several large loss mitigation and salvage projects, such as the salvage and recovery of a $30 million dollar cotton cargo damaged by a hurricane. Elliott has represented clients in court and in depositions as an Expert Witness, including significant collision cases where he has pioneered the application of full-mission hydrodynamic simulators in accident reconstruction.

    He is an arbitrator with the Houston Maritime Arbitrators Association.
